Job Summary
The M&E Specialist is responsible for developing, implementing, and maintaining an effective M&E system for the programme. This includes designing frameworks and tools, collecting and analysing data, evaluating programme effectiveness, and generating reports to support evidence-based decision-making and continuous improvement.

Duty Station: Kabul, with travel to Herat, Mazar-I-Sharif, Kandahar, and Jalalabad
Reports to: Health Programme Manager (Lapis Kabul Office)
Positions Available: 1
Contract Type: Individual Consultant/Contract
Duration: 24 months
Scope of Work:
M&E Framework Development
• Develop the programme’s M&E framework and annual M&E plan in line with organisational and donor requirements.
• Define output, outcome, and impact indicators for capacity-building activities.
• Design user-friendly monitoring formats, data collection tools, and reporting templates.
Monitoring and Reporting
• Conduct regular monitoring visits to training sites (Kabul, Herat, Mazar-I-Sharif, Kandahar, Jalalabad).
• Collect, verify, and analyse programme data against agreed indicators.
• Prepare and submit monthly, quarterly, and annual monitoring reports.
• Ensure data is disaggregated where relevant (e.g. by province, cadre, completion status).
Evaluation and Learning
• Evaluate the programme’s effectiveness, efficiency, relevance, and sustainability.
• Document best practices, challenges, and lessons learned.
• Provide recommendations for improving programme design and implementation.
• Support programme managers and donors with evidence for scaling or adjustment.
Coordination and Support
• Liaise with MoPH, BPHS implementers, and other partners to ensure harmonised data collection and reporting.
• Provide training and mentoring to programme staff on M&E tools and approaches.
• Ensure reporting requirements to UNICEF and donor partners are met on time.
Deliverables:
• M&E framework and annual monitoring plan developed.
• Data collection tools and reporting formats finalised and rolled out.
• Monthly, quarterly, and annual progress reports produced.
• Evaluation reports with recommendations for programme improvement.
• Documentation of lessons learned and best practices.
Job Requirements
Qualifications and Experience:
• University degree in Public Health, Medicine, Statistics, or related field (Master’s in Public Health or Monitoring & Evaluation preferred).
• Minimum five (5) years’ experience in monitoring and evaluation of health projects in Afghanistan.
• Strong background in results-based management, indicator development, and data analysis.
• Experience working with MoPH, BPHS implementers, or donor-funded health programmes.
• Demonstrated ability to produce high-quality analytical and narrative reports.
Required Skills and Competencies:
• Excellent data management and statistical analysis skills.
• Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with data software (SPSS, STATA, Kobo, etc.).
• Strong organisational and analytical abilities, with attention to detail.
• Excellent communication, facilitation, and report writing skills.
• Languages: Fluency in Dari, Pashto, and English (spoken and written).

Reporting and Schedule:
• Submit monthly, quarterly, and annual M&E reports to the Health Programme Manager.

• Participate in review meetings and support programme adjustments based on evidence.
