Job Summary
The Procurement Executive (Local Procurement) is responsible for planning, sourcing, negotiating, and purchasing goods and services from local suppliers to support the company’s operational requirements. The position ensures that purchases are made in a timely, cost-effective, transparent, and compliant manner while maintaining quality standards and building strong supplier relationships.
Key Responsibilities
Procurement Planning
- Receive and review Purchase Requisitions (PRs) from departments.
- Verify specifications, quantities, and required delivery dates.
- Prioritize procurement requests based on operational needs.
- Develop procurement plans to ensure uninterrupted operations.
Local Purchasing
- Source goods and services from qualified local suppliers.
- Obtain quotations from multiple vendors in accordance with company procurement procedures.
- Conduct market surveys to identify competitive suppliers and pricing.
- Evaluate quotations based on price, quality, delivery time, and supplier capability.
- Prepare Comparative Bid Analysis (CBA) for management approval.
- Issue Purchase Orders (POs) to approved suppliers.
- Follow up with suppliers to ensure timely delivery.
Supplier Management
- Identify, evaluate, and maintain a database of approved local suppliers.
- Develop strong relationships with suppliers to achieve competitive pricing and reliable service.
- Monitor supplier performance regarding quality, delivery, and responsiveness.
- Resolve supplier-related issues and disputes professionally.
Contract & Documentation
- Maintain complete procurement records, including:
- Purchase Requisitions
- Quotations
- Comparative Bid Analysis
- Purchase Orders
- Delivery Notes
- Goods Received Notes (GRN)
- Supplier Invoices
- Ensure procurement files are accurate and properly archived.
- Maintain confidentiality of procurement information.
Coordination
- Coordinate with requesting departments regarding procurement requirements.
- Work closely with the Warehouse/Store team to verify receipt of goods.
- Coordinate with the Finance Department regarding supplier payments.
- Liaise with Administration for service-related procurements.
Quality Control
- Ensure purchased items meet approved specifications and quality standards.
- Coordinate with the requesting department for inspection and acceptance of goods.
- Arrange replacement or return of defective or non-compliant items.
Cost Control
- Negotiate competitive prices and favorable payment terms.
- Identify opportunities for cost savings.
- Monitor procurement budgets and avoid unnecessary expenditures.
Compliance
- Ensure all procurement activities comply with company procurement policies.
- Maintain transparency, fairness, and ethical procurement practices.
- Prevent conflicts of interest and unauthorized purchasing.
Reporting
- Prepare weekly and monthly procurement reports.
- Monitor procurement status and pending Purchase Orders.
- Maintain procurement tracking reports and supplier performance records.
Other Duties
- Assist during audits by providing procurement documentation.
- Perform any other procurement-related duties assigned by the Procurement Manager.
Qualifications
Qualifications
- Bachelor’s degree in Business Administration or a related field.
Experience
- Minimum 3 years of experience in procurement or purchasing.
- Experience in FMCG or manufacturing companies is preferred.
- Knowledge of the Afghanistan local market and supplier network is an advantage.
