Job Summary
The Institutional Development Specialist (Assets Management) is primarily responsible for strengthening organizational systems, policies, procedures, governance frameworks, and institutional capacity, and for establishing and maintaining an integrated assets management system across the DABS. The position ensures that physical assets are planned, registered, utilized, maintained, safeguarded, monitored, and disposed of in accordance with national and international asset management standards and utility sector best practices. The Institutional Development Specialist is responsible for supporting organizational transformation initiatives, business process improvement, enterprise asset management frameworks, operational efficiency programs, and compliance with regulatory and corporate governance requirements
Key Responsibilities
- Review and assess the assets department organizational structures, policies, and procedures
- Conduct institutional capacity assessments and design institutional strengthening initiatives
- Propose and implement the standard business process re-engineering initiatives and organizational restructuring and optimization
- Establish Standard Operating Procedures (SOPs), governance manuals, and support change management initiatives in alignment with national regulations and internationally accepted utility standards
- Develop institutional performance indicators and departmental performance planning processes
- Develop accountability and standard reporting mechanisms, and internal control frameworks
- Develop asset management strategies for generation, transmission, distribution, and infrastructure assets
- Assess capacity gaps within asset management functions and design technical training programs
- Develop asset management guidance materials and mentor staff on best practices
- Review and develop computerized asset performance management systems
- Coordinate with technical department on asset planning, asset utilization, and efficiency
- Develop asset risk management frameworks and asset performance indicators
- Establish a comprehensive asset register and assets classification and coding systems
- Develop an asset lifecycle management framework for acquisition, utilization, maintenance, rehabilitation, and disposal
- Develop inclusive asset revaluation, replacement, and renewal mechanisms and relevant TORs
- In coordination with technical departments, develop a standard preventive and predictive maintenance framework
- Assist in preparation of asset-related financial disclosures and accounting requirements
- Develop asset disposal procedures
- Prepare monthly and quarterly institutional development performance reports and share them with management
- Performs other duties as assigned by the relevant DABS authorities
Qualifications
- Possesses a Master’s Degree in Economics, Public Administration, Institutional Development, Asset Management, and Industrial Engineering
- Ten years of experience in the areas of institutional development, asset management, corporate planning, governance, policy development, or utility management
- Strong analytical and critical thinking skills
- Proficient in developing strategies and preparing comprehensive reports
- In-depth knowledge and skills in designing policies, procedures, and guidelines
- Skilled in delivering engaging and responsive presentations
- Familiar with trended information systems such as ERP & SAP
- Fluent in Pashto & Dari, and good command of English language
- Strong leadership and conflict resolution abilities
- Capable of building and maintaining effective working relationships with colleagues and all relevant stakeholders
- Fulfils assigned duties and responsibilities with integrity and strives to achieve DABS’s corporate goals and objectives efficiently and effectively
- Sets a positive example by promoting Islamic culture and values, as well as the organizational values, among DABS’ employees
