The Institutional Development Specialist (Budget, Forecasting & Analysis) is primarily responsible for reviewing and restructuring DABS’s Finance Department in accordance with applicable national and international financial management standards. Review and assess organizational capacities and structure, and develop a responsive development plan that encompasses standard documents, working processes, internal control systems, information systems, and employees’ skills and capabilities

• Review and develop organizational budgeting process
• Review and update budgeting policies and procedures
• Review and update institutional governance frameworks
• Review and update organizational structures in accordance with applicable financial planning and analysis standards
• Review and conduct organizational capacity assessments and recommend organizational improvement initiatives
• Assess capacity gaps within budgeting functions and design technical training programs
• Develop budgeting and analysis guidance materials and mentor staff on best practices
• Ensure compliance with applicable national and international financial regulations and standards
• Identify performance gaps and recommend corrective actions
• Assist business process re-engineering initiatives and organizational restructuring programs
• Assess the current Financial Management Information System (FMIS) and propose a responsive and unified information system
• Develop a comprehensive financial database for data storage
• Develop Standard Operating Procedures (SOPs) and relevant guidelines for planning, budgeting, and analytics
• Establish a comprehensive risk management framework, including market risks, operational risks, and compliance risks
• Establish monitoring and evaluation mechanisms
• Establish a comprehensive internal control mechanism
• Develop organizational Key Performance Indicators (KPIs) and track implementation of institutional development initiatives
• Develop a responsive and standard mechanism for investment analysis and capital budgeting
• Prepare monthly and quarterly institutional development performance reports and share them with management
• Performs other duties as assigned by the relevant DABS authorities

• Possesses a Master’s Degree in Finance, Economics, Public Administration, or a relevant professional certification such as ACCA, CPA
• Ten years of experience in the areas of Financial Management and Institutional Development within reputable national and/or international organizations
• Demonstrates in-depth knowledge and a strong understanding of national and international financial laws and procedures
• Strong analytical and critical thinking skills
• Proficient in developing strategic plans and preparing comprehensive reports
• In-depth knowledge and skills in designing policies, procedures, and guidelines
• Skilled in delivering engaging and responsive presentations
• Familiar with trended information systems such as ERP & SAP
• Fluent in Pashto & Dari, and good command of English language
• Strong leadership and conflict resolution abilities
• Capable of building and maintaining effective working relationships with colleagues and all relevant stakeholders
• Fulfils assigned duties and responsibilities with integrity and strives to achieve DABS’s corporate goals and objectives efficiently and effectively
• Sets a positive example by promoting Islamic culture and values, as well as the organizational values, among DABS’ employees
