About Hamkar Microfinance Institution
Hamkar Microfinance Institution (HMI) is a nationally established Afghan microfinance institution founded in 2025 with the aim of promoting financial inclusion, economic empowerment, and social stability across Afghanistan.
HMI provides responsible financial services to low-income entrepreneurs, women, youth, and small enterprises—helping them grow their businesses, generate income, and improve livelihoods.
Built on decades of experience from its shareholders and management team in the financial, business, and investment sectors, HMI is committed to professionalism, transparency, and ethical financing. The institution operates under the regulations of Da Afghanistan Bank (DAB) and in line with MISFA’s microfinance principles, ensuring full compliance and accountability in every operation.
Job Summary
The Chief Executive Officer will provide overall leadership and management oversight of HMI’s operations, including strategy execution, business growth, financial sustainability, risk management, regulatory compliance, operational effectiveness, technology transformation, human capital development, and stakeholder engagement.
The successful candidate will lead the institution in achieving its mission while maintaining strong governance, Shariah principles, responsible financing practices, and compliance with applicable laws and regulations.
Key Responsibilities
1. Strategic Leadership & Governance
- Lead the development, implementation, and monitoring of HMI’s strategic plan and annual business targets.
- Ensure alignment of institutional operations with HMI’s mission, Shariah principles, regulatory requirements, and Board of Supervisors directives.
- Provide strategic advice, performance reports, and recommendations to the Board of Supervisors.
- Establish and promote a strong organizational culture based on integrity, accountability, professionalism, and inclusion.
- Ensure effective governance practices across all institutional functions.
2. Business Growth & Product Development
- Lead expansion strategies to increase HMI’s outreach and sustainable market presence.
Oversee the development and enhancement of microfinance products targeting:
- Women entrepreneurs
- Youth
- Urban and rural communities
- Micro and small businesses
- Ensure sustainable and profitable portfolio growth across all branches.
- Drive innovation through digital financial services and alternative delivery channels.
- Identify new market opportunities and strategic partnerships.
3. Credit, Financing, Portfolio Quality & Recovery Management
- Ensure effective implementation of credit and financing policies, delegated authorities, and segregation of duties.
- Maintain strong credit discipline and portfolio quality.
- Ensure effective delinquency management, collection, and recovery processes while maintaining client protection principles and compliance with applicable laws.
Ensure proper implementation of:
- Loan/financing provisioning requirements
- Asset classification standards
- Write-off policies
- Portfolio monitoring frameworks
- Maintain portfolio-at-risk indicators within regulatory requirements and institutional risk appetite.
4. Financial Management, Capital & Liquidity Management
- Ensure accurate, timely, and transparent financial reporting and management accounts.
- Drive financial sustainability through revenue growth, profitability improvement, and effective cost management.
- Ensure compliance with capital adequacy and solvency requirements.
- Maintain appropriate liquidity levels and effective cash-flow forecasting.
- Establish liquidity stress-testing and contingency funding arrangements where required.
Monitor profitability by:
- Product line
- Branch
- Distribution channel
- Portfolio segment
- Lead annual budgeting, financial planning, resource allocation, and funding strategies.
- Explore donor partnerships, investment opportunities, and external financing sources.
5. Risk Management & Internal Controls
- Promote a strong enterprise risk management culture throughout HMI.
- Ensure material risks are identified, assessed, monitored, reported, and properly controlled.
- Translate Board-approved risk appetite into operational limits and management actions.
- Support independent Risk Management, Compliance, and Internal Audit functions.
- Ensure appropriate access of independent control functions to the Board and relevant committees.
- Strengthen internal control frameworks and operational resilience.
7. Regulatory Compliance & Shariah Governance
- Ensure full compliance with:
- Da Afghanistan Bank regulations
- AML/CFT requirements
- Applicable financial regulations
- Internal policies and procedures
- Shariah governance requirements
- Maintain strong ethical standards and protect HMI’s institutional reputation.
- Ensure effective implementation of compliance monitoring and internal audit recommendations.
9. Representation, Partnerships & Stakeholder Relations
- Represent HMI with:
- Government authorities
- Da Afghanistan Bank
- Donors
- Investors
- Development partners
- Industry associations
- Community stakeholders
- Develop strategic partnerships supporting institutional growth.
- Maintain strong relationships with organizations such as microfinance networks, investors, and development partners.
- Promote HMI’s reputation, visibility, and social impact.
Qualifications
Required Qualifications & Experience
- The ideal candidate should meet the following minimum qualifications and experience requirements:
Educational Qualification & Professional Experience
Master’s Degree:
- Candidates holding a Master’s degree in Business Administration (MBA), Finance, Economics, Development Studies, Banking, Islamic Finance, or other relevant fields must have a minimum of 6 years of professional experience in a related field, including demonstrated experience in senior management, leadership, or strategic roles within microfinance institutions, banking, or financial services organizations.
Bachelor’s Degree:
- Candidates holding a Bachelor’s degree in Business Administration, Finance, Economics, Development Studies, Banking, Islamic Finance, or other relevant fields must have a minimum of 10 years of professional experience in a related field, including substantial experience in management, leadership, and institutional development within microfinance institutions, banking, or financial services organizations.
Additional Required Experience & Skills
Applicants should demonstrate:
- Proven experience in executive leadership, organizational management, and strategic planning.
- Strong practical knowledge of microfinance operations, credit/financing methodologies, portfolio management, and responsible lending practices.
- Demonstrated experience in financial management, budgeting, profitability improvement, capital management, and institutional sustainability.
- Strong understanding of credit risk, MSME financing, liquidity management, operational risk, and enterprise risk management.
- Knowledge of Afghanistan’s microfinance sector, regulatory environment, and requirements of Da Afghanistan Bank (DAB).
- Experience in Shariah-compliant finance and gender-inclusive financial programs will be highly preferred.
- Experience in digital financial services, MIS implementation, and technology-driven financial operations is an advantage.
- Strong communication, negotiation, leadership, and stakeholder management skills in multicultural environments.
Employment Terms & Benefits
Contract Type:
- Full-time, performance-based renewable contract.
Duty Station:
- Kabul, Afghanistan, with periodic travel to branches as required and subject to security conditions.
Reporting Line:
- Directly reporting to the Board of Supervisors.
