Job Summary

UCAC International is seeking a highly organized, detail-oriented, and motivated Admin & Finance Officer to oversee the organization’s administrative operations and financial management. The successful candidate will be responsible for ensuring efficient office administration, maintaining accurate financial records, supporting HR and procurement functions, and contributing to the smooth operation of the organization. This role requires strong organizational skills, integrity, and the ability to manage multiple responsibilities in a dynamic international education environment.

Key Responsibilities

  • Manage daily administrative operations to ensure an efficient and well-organized office environment.
  • Maintain accurate financial records, bookkeeping, cash flow, and expense tracking.
  • Prepare monthly financial reports, budgets, and expense summaries for management.
  • Process payments, invoices, reimbursements, payroll, and bank reconciliations.
  • Maintain financial documentation in accordance with organizational policies and accounting standards.
  • Coordinate procurement activities, supplier quotations, purchasing, and inventory management.
  • Oversee office assets, equipment, and administrative supplies.
  • Assist in preparing contracts, official correspondence, and organizational documentation.
  • Support recruitment, staff onboarding, attendance monitoring, leave management, and personnel records.
  • Coordinate with banks, government authorities, partner organizations, and external service providers.
  • Ensure compliance with financial regulations, tax requirements, and internal control procedures.
  • Support project budgeting, donor financial reporting, and grant administration when required.
  • Prepare periodic administrative and financial reports for senior management.
  • Perform other administrative and financial duties assigned by management.

 

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, Management, or a related field.
  • Minimum 2–5 years of relevant experience in administration and finance.
  • Strong knowledge of bookkeeping, budgeting, payroll administration, and financial reporting.
  • Experience using Microsoft Excel, Microsoft Office, and accounting software (QuickBooks or similar ERP systems is an advantage).
  • Excellent organizational, documentation, and record-management skills.
  • Strong analytical, problem-solving, and time-management abilities.
  • High level of integrity, confidentiality, and attention to detail.

Language Fluency

  • English – Professional working proficiency
  • Dari / Persian – Native or professional proficiency
  • Pashto – Professional proficiency

Preferred Qualifications

  • Experience working with educational institutions, NGOs, or international organizations.
  • Knowledge of Afghan labor regulations, procurement procedures, and financial compliance.
  • Experience preparing budgets, financial forecasts, and management reports.
  • Strong communication, interpersonal, and coordination skills.
  • Ability to work independently and under pressure while meeting deadlines.
  • Professional certifications in Accounting, Finance, or Business Administration are considered an advantage.
