Basic Education and Employable Skill Training (BEST) is an Afghan non-governmental organization established in April 2001. BEST has more than two decades of experience implementing livelihood support, agricultural development, vocational training, and community-based projects across Afghanistan.

Job Summary

The HSSE Officer will be responsible for ensuring that all project activities comply with health, safety, security, and environmental standards, and that risks are properly identified, mitigated, and managed at field level.

  1. Objective

To ensure the implementation of effective Health, Safety, Security, and Environmental (HSSE) standards across all field activities, protecting staff, beneficiaries, and communities while promoting safe and environmentally responsible project implementation.

  1. Key Responsibilities

Health and Safety Management

  • Develop and implement HSSE guidelines for field operations.
  • Conduct regular safety assessments in project sites.
  • Ensure compliance with safety protocols by staff and field teams.
  • Conduct safety briefings and awareness sessions.
  • Monitor use of protective equipment where required.

Security Management

  • Monitor security conditions in field areas.
  • Provide regular security updates and risk assessments.
  • Coordinate safe movement and field travel planning.
  • Support incident reporting and emergency response procedures.

Environmental Management

  • Ensure compliance with environmental safeguards.
  • Monitor environmental risks related to project activities.
  • Promote environmentally sustainable practices.
  • Support waste management and environmental protection measures.

Reporting and Coordination

  • Prepare daily, weekly, and monthly HSSE reports.
  • Report incidents, risks, and mitigation measures.
  • Coordinate closely with project management and field teams.
  • Support HSSE training and awareness sessions.

Job Requirements

Qualifications and Experience

  • Bachelor’s degree in Environmental Sciences, Public Health, Occupational Safety, Engineering, or related field.
  • Minimum 1–3 years of experience in HSSE, safety, security, or environmental management (preferably in NGO/UN projects).
  • Strong understanding of field safety and risk management.
  • Experience working in rural or humanitarian contexts is an advantage.
  • Strong reporting and communication skills.
  • Fluency in Dari and/or Pashto; English is an advantage.
  • Computer literacy (MS Office required).
