Knowledge and Experience

• Minimum of a 14th-grade education in social sciences, law, nutrition, economics, or a related field.
• At least 2 years of experience in WASH or community-based programming.

• Proven ability to work independently and collaboratively in challenging environments.
• Familiarity with child protection and gender-sensitive programming.

• Knowledge of the western provinces, particularly Herat, is highly desirable.

The EPI Supervisor is responsible for ensuring that immunization services within the Basic Package of Health Services (BPHS) are delivered effectively, reliably and in accordance with national EPI policies. The role supports achieving high immunization coverage, maintaining vaccine safety and cold chain integrity, supervising vaccinators and outreach/mobile vaccination teams, and strengthening the monitoring, reporting, and quality assurance systems at district/facility level.

Main Job/ Responsibilities:

•  Responsible for overall management of the EPI program in the SAFE Project.
• Coordinate with the different stakeholders at the provincial level especially with REMT/PPHD
• Supervise the Heath facilities and outreach site activities according to the prepared monthly action plan.
• Assess & evaluate that health facility EPI activities are in accordance to plan & regulations.
• Ensure quality of vaccination activities, EPI equipment and cold chain system through supervision from the health facilities.
• Analyze the EPI activities of the project and taking required actions for improvement of the activities at the provincial level.
• Assess training needs of Vaccinators regularly through planed visits of Heath facilities.
• Develop standard curriculum for different EPI trainings in collaboration with Project Manager and deputy technical manager.
• Develop questionnaires and exams for training of Vaccinators.
• Cooperate with WHO EPI officer in AFP surveillance to eradicate polio.
• Collect the EPI activities report, do analysis and give the feedback to the HF Vaccinators.

• Conduct refresher and initial training to build the capacity of staff of health facilities, CHWs and CHSs and vaccinators

• At least a Bachelor’s degree in Medicine (MD) or Public Health from a recognized university.
• Passed Governmental Exit Exam
• Preference will be given to candidates who have completed EPI Management (21 Days EPI Initial Training) or Public Health/Primary Health Care training recognized by MoPH/WHO/UNICEF.
• Minimum of 4-5 years of relevant experience in immunization programs, preferably within BPHS/EPHS or other public health projects.

The primary responsibility of this position is to support the implementation of Agriculture, Livestock, Cash, Vocational Skills Training (VST), CBDRM, and all Income Generating Activities projects at the community level. The role also involves assisting in the planning, organization, implementation, and monitoring of all FSL sector intervention at the field level. Key Responsibilities include; A) Project Implementation Support: Facilitate the delivery of project activities in the field, ensuring alignment with overall program goals and objectives. B) Community Engagement: Identify priority needs within the community, sensitizing and mobilizing communities through effective communication and outreach to foster participation in project activities, and sharing community preferences and new ideas to office. C) Relationship Building: Establish and maintain strong relationships with community leaders, field level local government authorities, and other relevant stakeholders to promote collaboration and support for project initiatives. 1. Background

The Climate and Socially Resilient Livelihoods Support (CSRLS) Project, implemented by TLO with the support of its donors, aims to strengthen climate resilience, sustainable livelihoods, natural resource management, and social cohesion among vulnerable and climate-affected communities.

In Daikundi Province, the project implements interventions related to natural resource management, irrigation, agriculture and livestock, diversified livelihoods, and community-level social cohesion. Effective community engagement, conflict-sensitive implementation, and collaboration among different community groups are essential to ensuring that project interventions are inclusive, participatory, and sustainable.

To strengthen these efforts, the project intends to recruit a Social Cohesion Specialist who will provide technical support and guidance for social cohesion, conflict prevention and resolution, community dialogue, and inclusive participation.

2. Purpose of the Position

The Social Cohesion Specialist will be responsible for supporting the planning, implementation, monitoring, and documentation of social cohesion and community engagement activities in Daikundi Province.

Main Duties & Responsibilities:

• Work closely with the DCD program to ensure the smooth running of health programs.
• Provide technical supervision and technical support to the organization’s health programming activities.
• Ensure activities are consistent with established best practices, which are acceptable internationally (WHO/SPHERE and IMC standards and MOPH).

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative (FAOR) or Deputy FAO Representative (DFAOR) in Afghanistan. S/he will work under the direct supervision of the Head of the Regional Office who will be responsible for all day-to-day and administrative guidance. S/he will also work closely with the Irrigation Design Engineer (WRI Team Leader), who will provide overall technical/functional guidance. Technical Focus

The Regional Senior Survey & Design Specialist will provide relevant technical assistance for efficient implementation of the irrigation activities in the region.

Tasks and responsibilities

• Assist the WRI Team Leader in implementing all water resource and irrigation activities in the region of their assignment.
• Prepare technical proposal of the schemes under irrigation rehabilitation works and riverbank protection works after conducting the technical survey and design. Also provide the cost estimates and submits to the WRI Team Leader for review and approval.
• Prepare technical specifications and Bills of Quantities (BoQs) for procurement actions and support the review/evaluation of responses.
• Review and clear the payment certificates for the contractor in accordance with the approved standard bidding documents. These services should include, supervising the contractor, certifying monthly payments contractors(s), developing and implementing an effective construction supervision and quality control regime and ensuring timely completion of works.
• Coordinate with the implementing partners (IPs) to validate the quantification of work for cleaning of drainage canal system, soil and water conservation measures/ rain and flood water harvesting and improving watershed management to recharge groundwater and minor repairs of already constructed facilities.
• Coordinate with ESS Lead and ensure all safeguarding requirements are adhered to.
• Monitor the beneficiary selection for cash for work (CfW) and the work progress in the field.
• Coordinate with the other agencies, institutions and local authorities at the regional level for smooth implementation of water resource and irrigation related works.
• Liaise with the relevant offices/Teams for timely inputs for implementation of the rehabilitation works carried out by the construction companies and by the implementing partners.
• Conduct training courses and on-the-job training of FAO staff, IPs and water user groups.

Job Requirements

1. At least four years of relevant hands-on experience in application support, systems engineering, integration support, or technical operations.
2. Demonstrable participation in at least one integration with an external organisation or service provider, including testing and troubleshooting.
3. Practical Linux administration and production application troubleshooting experience.
4. Hands-on API testing and a working understanding of HTTP/HTTPS, JSON, authentication, permissions, and error handling.
5. Practical experience configuring or troubleshooting VPNs, firewalls, routing, and network connectivity.
6. Working knowledge of relational databases and SQL.
7.  Experience using logs and monitoring tools to investigate incidents.
8. Strong written and spoken English, plus Dari and/or Pashto. –
9. Ability to work on-site in Kabul and attend agreed local partner meetings.
10. Availability for an agreed on-call schedule during critical incidents and releases.

**Preferred Experience** 

1. Banking, mobile money, fintech, payment gateways, or payment-switch integrations.
2. Familiarity with payment timeouts, duplicate prevention, reversals, and reconciliation support.
3. Java/Spring Boot application support, Oracle or MySQL, Nginx, and CI/CD workflows.
4. Basic JavaScript/React troubleshooting.
5.  Relevant technical certifications supported by practical experience.

Job Summary

Following the development of our new Country Strategy, REACH Afghanistan is planning to establish a new research team with the aim of providing relevant information to humanitarian and basic human needs stakeholders linked to the economy, markets and livelihoods in Afghanistan.

REACH Afghanistan is therefore seeking an experienced Research Manager with knowledge of assessment and analysis, to scope out a programme of work for this new team, through internal and external consultations.  The Research Manager will be responsible for drafting concept notes and research ToRs that can be used to solicit funding for the start-up of the team.

The Research Manager will be responsible for building an understanding of the relevant aid strategies existing in Afghanistan and identifying relevant data and research gaps that could be filled.  This will involve connections with international and national NGOs (including members of Cash Consortium of Afghanistan), the UN, and donors.  The Research Manager will review existing research in Afghanistan (including the MSNA and Joint Market Monitoring Initiative) and also connect across REACH to understand similar research being conducted elsewhere that could be adapted for the Afghanistan context.

Duties & Responsibilities:

CONTEXTUAL UNDERSTANDING

• Assess relevant strategic, analytical, and operational documents to develop an understanding of the current priorities relating to the economy, markets and livelihoods for the aid response in Afghanistan.
• Mapping existing REACH data, other research, and other relevant information sources to understand relevant areas for potential assessment and research.
• Connecting with national and international NGOs, UN colleagues, and the donor community to understand their priorities and to identify where REACH research could support their programmes and strategies.
• Provide SMT and other staff members with key updates from these efforts.

DEPARTMENT STRATEGY DEVELOPMENT

• Engage with REACH colleagues in HQ and in other country programmes to identify existing assessment and research tools that could be adapted for Afghanistan.
• Develop a series of concept notes that can be shared with prospective partners or donors, to seek funding for the set-up for the new team.
• Develop/draft relevant research ToRs, enabling technical discussion and approval of potential research projects.
• Develop a light-touch team strategy that could subsequently be further developed based on the eventual set-up and staffing of research activities.
• Coordinate with staff in the Cash Consortium of Afghanistan to identify potential assessment and research opportunities for the future of the Consortium.

RESEARCH MANAGEMENT

• As necessary, support the Humanitarian Coordination and Monitoring Unit in the delivery of research and analysis linked to Joint Market Monitoring Initiative and the Cash Consortium of Afghanistan.
• As required, work with the cross-cutting analysis team to support the develop of analysis products linked to the economy, markets, and livelihoods, which can better position REACH Afghanistan in this thematic field.

The Research Manager will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners or collected during his/her assignment with IMPACT.

Job Requirements

Required qualifications, technical expertise and Education:

v  Work experience Demonstratable relevant working experience in a humanitarian setting, such as programme management, evaluation and assessments. Experience working with development responses is an advantage;

v  Thematic experience Able to showcase experience in working with economy and market data in an aid environment’

v  Research skills Excellent quantitative and qualitative research design, data collection, and data analysis experience required;

v  Familiarity with aid system Good understanding of the aid system and the research community.

v  Management experience Demonstrated team management skills, including remote management;

v  Experience in geographical region Past experience in the region/supporting is desirable;

v  Communication/reporting skills Excellent communication and drafting skills for effective reporting and reviewing;

v  Cross-cultural work environment Ability to operate in a cross-cultural environment requiring flexibility and work independently;

v  Academic qualifications A Master’s degree in a relevant discipline is required.  However, significant relevant work experience can be considered.

v  Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset

v  Security environment Ability to operate in a complex and challenging security environment.

v  Language skills Fluency in English required, competency in Dari or Pashto is an asset.
