The incumbent will perform the following duties: 

Working under direct supervision of the respective Provincial Polio Officer, the incumbent will work in close coordination with the Provincial PEI Manager; the incumbent data clerk will undertake the following duties:

1.   Compile all data related to supplementary immunization activities including pre-, intra-, and post-campaign activities.
2. Compile the administrative (reported) coverage and intra-campaign monitoring data of all supplementary immunization activities (OPV and OPV/IPV).
3.     Compile and feed forward polio surveillance related data.
4.    Validate and clean all the compiled data; and maintain repository of the provincial data.

Job Summary

Protection Monitor will be responsible for the monitoring, identification and referral of protection issues, concerns and trends in the assigned area of operation. The Protection Monitor will also be responsible for community engagement and empowerment in the assigned area.

Duties and Responsibilities:
❖ Monitor, survey and assess the target population in the assigned area at household and community level through household and site visits, as well as phone calls;
❖ Identify and refer protection issues and concerns and report on protection trends in the area of operation;
❖ Identify and refer vulnerable persons of concern (PoC) for case management support and/or additional relevant services available;
❖ Work to identify and support community focal points/key informants/settlement representatives to join in need assessment, participatory monitoring and follow-up activities;
❖ Design, develop and timely submit weekly work plans of the visits in the project areas as well as weekly reports;
❖ Utilize digital data collection systems for data collection and uploading, and participate in trainings in the digital system, data cleaning, and regular debrief and supervision of digital data collection activities;
❖ Provide necessary reporting inputs for monitoring and evaluation purposes;
❖ Ensure all monitoring activities are fully documented, including systematic and timely data collection and contribute to data entry on a regular basis as per the standard monitoring formats;
❖ Plan and facilitate Focus Group Discussions, Key Informant Interviews, Individual Interviews (e.g. Household Assessments) and Awareness Sessions for beneficiaries living in the targeted areas;
❖ Liaise and maintain positive relationships between INTERSOS, community representatives, local leaders and grassroots organizations in the assigned area and provide them with overall orientation on the project.

Job Summary

Manage and coordinate the INTERSOS Afghanistan mission’s government liaison and institutional engagement function, primarily from Kabul, ensuring constructive, professional and well-documented relations with relevant ministries, government departments and provincial authorities. Coordinate follow-up on government requirements, official inquiries, audits, letters, directives, decrees, registrations, permits, MoUs and project agreements, working closely with the relevant INTERSOS departments and providing guidance and support to provincial bases as required. The position does not own the humanitarian access function, which is managed by a separate manager.

2. Key Responsibilities

A. Government Liaison and Institutional Engagement

• Serve as the mission’s focal point for routine liaison with the Ministry of Economy, relevant line ministries, government departments and other authorities at central level in Kabul.
• Establish and maintain professional working relationships with relevant government representatives and administrative offices, ensuring that engagement is consistent, transparent and aligned with INTERSOS policies and approved positions.
• Arrange and coordinate meetings with authorities, including preparing agendas and briefing materials, identifying relevant internal participants, recording outcomes and following up on agreed actions.
• Coordinate official communication between INTERSOS and government authorities, ensuring that inquiries and requests are acknowledged, referred to the appropriate department and followed up within required deadlines.
• Support provincial bases in liaising with relevant provincial and district authorities, including providing guidance on documentation, communication channels and follow-up procedures, and escalating issues requiring Kabul-level engagement.
• Keep the Country Director informed of significant developments in government relations, emerging concerns, sensitive requests and matters requiring management decisions.

B. MoUs, Project Agreements, Registration and Permits

• Coordinate the preparation, submission, follow-up, amendment, renewal and closure of MoUs, project agreements, registration documents, permits, letters of support, tax-exemption requests and other government approvals required for INTERSOS operations.
• Coordinate with Programme, Grants and relevant technical teams to collect and consolidate accurate project information and supporting documents required by ministries and government departments.
• Liaise with the Ministry of Economy and relevant line ministries to clarify documentation requirements, track application status, resolve administrative issues and follow up on pending approvals.
• Maintain a central tracker of all MoUs, agreements, registrations, permits and approvals, including the responsible internal focal point, relevant authority, submission and expiry dates, current status, outstanding requirements and next steps.
• Alert the Country Director and relevant departments to delays, conditions or changes that may affect project implementation, contractual obligations or compliance.
• Ensure no MoU, agreement or formal commitment is signed or made on behalf of INTERSOS without prior written authorisation from the Country Director or another formally authorised signatory.

C. Government Requirements, Inquiries and Official Correspondence

• Receive, register and coordinate follow-up on official letters, requests, inquiries, instructions and other communications received from government authorities.
• Ensure each request is referred promptly to the responsible department, with clear ownership, deadlines and follow-up arrangements; monitor progress until the matter is closed.
• Coordinate the preparation and submission of official replies and letters, ensuring that relevant departments review and validate the technical or operational content before submission.
• Maintain an organised register of incoming and outgoing correspondence, including dates, reference numbers, issuing authorities, responsible focal points, response deadlines and proof of submission.
• Coordinate responses to government requests for information, documentation or clarification, ensuring that no unapproved organisational position or commitment is communicated.
• Escalate sensitive, unusual, conflicting or potentially high-risk requests to the Country Director before responding or taking action.

D. Government Audits, Inspections and Visits

• Coordinate the administrative arrangements for government audits, inspections, monitoring visits and official reviews involving INTERSOS offices, projects or field locations.
• Inform the Country Director and relevant department heads promptly upon receiving notification of an audit, inspection or official visit, and coordinate preparation with the relevant teams.
• Work with Finance, HR, Logistics, Programme, Grants and other relevant departments to compile and organise requested documents and evidence, while ensuring that each department remains responsible for the accuracy and validation of its own records.
• Coordinate schedules, meeting arrangements, official correspondence, document submission and follow-up on audit or inspection observations and requests for clarification.
• Maintain a tracker of audit and inspection requests, documents submitted, observations received, responsible departments, agreed corrective actions and deadlines.
• Ensure that formal responses and commitments arising from audits or inspections are reviewed and authorised by the appropriate department head and/or Country Director before submission.
• Immediately escalate any irregular, excessive, unclear or sensitive request, including requests that may compromise confidentiality, impartiality or INTERSOS procedures.

E. Monitoring Decrees, Directives and Regulatory Changes

• Monitor relevant laws, decrees, directives, circulars, policies and administrative instructions issued by ministries and government authorities that may affect INGOs, staff, projects, supplies or operations.
• Collect and verify relevant information through official communication channels and recognised NGO coordination mechanisms, including ACBAR where appropriate.
• Prepare concise written updates summarising the substance of new requirements, their potential operational implications, any deadlines and the departments that may need to take action.
• Coordinate with relevant departments to clarify the implications of new directives and track required follow-up actions, while referring legal, technical or policy interpretation to the appropriate specialists or senior management.
• Maintain an organised archive of relevant decrees, directives, circulars and official guidance, with dates, issuing authorities, translations where available and notes on follow-up.

F. Internal Coordination and Support to Provincial Bases

• Coordinate with Programme, Grants, Finance, HR, Logistics, Security, MEAL and field management to ensure government-related requirements are addressed by the appropriate department and within the required timeframe.
• Act as the central coordination point for government liaison matters without taking over the technical, operational or approval responsibilities of individual departments.
• Support provincial bases with government-related documentation, correspondence, MoU and approval follow-up, audit preparation and interpretation of administrative processes, escalating complex cases to the Country Director.
• Maintain clear communication with provincial focal points and ensure that government requests or directives received at provincial level are shared with the relevant Kabul-based departments and mission management.
• Organise internal follow-up meetings when necessary to resolve pending government requirements, review agreement status or address cross-departmental bottlenecks.
• Provide periodic updates to the Country Director on pending issues, upcoming deadlines, risks, audit and inspection follow-up, and the overall status of government requirements.

G. Records, Reporting and Information Management

• Maintain complete, accurate and up-to-date files for MoUs, agreements, registrations, permits, government correspondence, audits, inspections, decrees, directives, meeting minutes and official submissions.
• Ensure documents are properly referenced, version-controlled, securely stored and accessible to authorised staff for management review and audit.
• Maintain a consolidated government liaison tracker covering key submissions, approvals, correspondence, reporting obligations, deadlines and outstanding actions.
• Prepare regular written reports for the Country Director, highlighting progress, pending matters, deadlines, risks and decisions required.
• Maintain strict confidentiality of sensitive government communications, organisational information, staff data and other restricted records, sharing information only through authorised channels.

H. Representation, Networking and Coordination Forums

• Represent INTERSOS in government meetings and relevant NGO coordination forums when delegated by the Country Director.
• Maintain constructive working relationships with relevant UN agencies, INGOs, national NGOs and coordination bodies to exchange information on government procedures and administrative requirements.
• Share relevant information from meetings and coordination forums with the Country Director and concerned departments, ensuring that follow-up actions are recorded and assigned.

1. Monitor all ICT support, security, and compliance issues are addressed in an efficient, timely, and professional manner.

13. Supervise and coordinate the work of ICT associates in the field locations, including work planning, task allocation, technical guidance and ensuring compliance with ICT operational and security standards.
14. Support implementation and monitoring of IT security controls including MFA, RADIUS, Microsoft Endpoint Protection, BitLocker, Intune, Meraki security configuration, and standard security policies as applicable.
15. Provide training to users on corporate and standard applications, ICT security awareness, and new applications implemented by the Mission or Organization.
16. Prepare reports, documentation, and SOPs related to ICT operations, infrastructure, security, compliance, user support, and service activities when necessary.
17. Perform any other tasks within the incumbent’s capacity as requested by the Information Technology Officer.

Required Qualifications and Experience

Education

Bachelor’s degree in computer science, Information Management Systems, Information Security, or a related field from an accredited academic institution with  four years of relevant professional experience;

or

School diploma with a minimum of six years of relevant professional experience.

Professional certifications in Security, Microsoft, and Cisco technologies would be a distinct advantage

Experience:

Extensive experience and wide-ranging knowledge in Information Management and Communications Technology.

Administration and implementation of IT infrastructure solutions in a multi-site environment, including support of medium to large-scale WAN/LAN technologies, on-premises servers, cloud-based resources, and applications.

Support and troubleshooting of ICT equipment hardware and software, including corporate and commercial applications from multiple platforms and operating systems.

Experience in identity lifecycle administration is an advantage.

IT security implementation experience including MFA, RADIUS, Microsoft Endpoint Protection, BitLocker, Intune, and standard security policies.

Knowledge of TCP/IP networking, firewalls, routers, switches, VPN, network security, and telecommunications technologies including hosted telephony, and mobile communications.

Experience with Windows Server platforms and Active Directory domain environments.

Experience in IT Service Asset and Configuration Management, including monitoring, inventory applications, and compliance processes.

Core Functions / Responsibilities: 

1. Provide technical support to address ICT issues  in an efficient and timely manner.

Required Qualifications and Experience

Education:

Experience:

Job Summary

1. Project Implementation Leadership

• Review the signed award and approved proposal with the Head of Programmes, Finance, Operations, technical and monitoring colleagues. Turn donor requirements, results, reporting dates and approval conditions into an implementation plan with named owners.
• Maintain the project workplan and Gantt chart, including milestones, dependencies, procurement lead times, reporting dates and closeout tasks. Keep the risk and issue register, action and decision log, and project file current.

Job Summary

The Protection Coordinator/Manager is accountable for ensuring technical quality of child protection programming implemented directly or through partners, strengthening referral pathways, and is responsible for supporting capacity development of staff, partner and community structures, representing the organization in relevant child protection coordination mechanisms and providing technical inputs for proposal development whenever needed.

3. RESPONSIBILITIES

Technical Leadership, Programme Quality and Program Development

• Provide overall technical leadership and quality assurance for child protection programming (including partner’s activities), ensuring programmes are aligned with international child protection standards, national frameworks and PIN policies.
• Support the development of child protection tools, guidance documents, SOPs and technical resources.
• Ensure child protection considerations are integrated throughout the project cycle across PIN programming.
• Undertake regular supervision activities, including field visits and review of program data to support programme quality and partner capacity.
• Support establishment and maintenance of safe referral pathways.
• Support assessments, programme design, proposal development and budgeting.
• Support child protection risk assessments, safety audits and community-based risk mapping exercises.

Capacity Building and Technical Support

• Develop and deliver training materials and capacity-building initiatives for staff, partners and community structures.
• Mentor, coach and provide day to day technical guidance to programme teams and partners on child protection approaches and standards.
• Support capacity strengthening of community-based child protection committees and other community structures.

Monitoring, Evaluation, Learning and Reporting

• Support development of child protection indicators, monitoring tools and data collection systems.
• Ensure quality monitoring of child protection activities and partner implementation.
• Review programme data and provide recommendations for programme improvement.
• Review and provide technical input into internal and donor reports, ensuring accurate analysis of child protection activities, achievements, challenges and lessons learned.
• Work closely with MEAL teams to strengthen monitoring systems and ensure child protection considerations are integrated into assessments, monitoring and evaluations.

Coordination and Representation

• Represent PIN in national child protection coordination mechanisms, clusters and technical working groups.
• Coordinate with government authorities, UN agencies, NGOs and community stakeholders.
• Contribute to inter-agency child protection initiatives and technical discussions.

Job Requirements

• Bachelor’s degree in Social Work, Psychology, International Development, Education, Human Rights, or related field.

Experience

• Minimum 5 years of progressively responsible experience in child protection programming in humanitarian and/or development settings.
• Experience managing partnerships and providing technical oversight.
• Experience developing training materials and facilitating trainings, including for implementing partners.
• Experience with monitoring, evaluation and learning systems

Technical Skills

• Strong knowledge of child protection principles, referral systems, community-based child protection.
• Familiarity with child protection information management systems (e.g. CPIMS+/Primero) and data protection/confidentiality principles for sensitive case data.
• Strong technical knowledge of case management standards and systems for humanitarian settings
• Demonstrated experience providing technical supervision, mentoring, or case consultation to caseworkers, including guidance on complex or high-risk cases
• Working knowledge of referral pathway design and inter-agency/inter-sectoral coordination mechanisms

Languages

Over the past few years, Afghanistan has witnessed a relative improvement in security and stability across much of the country. Job Summary

The Field Manager provides leadership at Field Level to ensure the effective and timely implementation by overseeing the program and support activities at the Base level. Work closely with the programs, technical, and support teams at Base level to ensure coordination and successful delivery of activities.

The Field Manager oversees the implementation of INTERSOS programmes as per designated projects responsibility in her/his base or area, under the hierarchical supervision of the Head of Operations and the technical one of the Head of Programme, ensuring detailed and coordinated activity planning, support for programme monitoring, and oversight of operational aspects of programme implementation at base level.

She/He provides overall leadership for operational access and coordination of operations in his/her base and contributes to the overall Mission’s planning as a member of the extended Senior Management Team (e-SMT)

Tasks

1. Project implementation at base/province level:

▪          In coordination with the relevant Project Manager/Programme Manager, who remains overall accountable at project-level, supervise the work of the base field team members, lead the field team to achieve planned project outputs and objectives;

▪          Lead the development of base-level work-plans, allocating staff and resources in an efficient and effective way, and follow-up with all the teams to ensure all activities implemented are on track;

▪          Ensure all teams are fully supported in terms of management and coordination, in particular coordination between different projects ongoing in the base/area;

▪          Contribute to the development and implementation of new strategies and activities to enhance program delivery in line with the identified needs of the beneficiaries;

▪          Provide regular written reports and contribute to the preparation of status and progress reports, as required.

▪          Contribute to the evaluation of the impact of interventions and remaining needs, including collecting and analyzing data that could support an analysis of project outcomes and program development objectives at field level.

▪          Ensure compliance at base level with INTERSOS standards and SOPs, respecting the implementation of any technical or operational recommendation in a timely manner.

▪          Use the tools and terminology of project cycle management to communicate project activities and objectives to the field team.

1. Supervision and Staff Management:

▪          Supervision of project managers, Technical specialist/Experts and support team (HR, Finance, Logistics, Access & Safety) at Base/Province level (HR, Finance, Logistics, Access & Safety).

▪          In coordination with the HR department and relevant Managers, plan and organize the organizational charts, distribute tasks and workload among the teams, guiding their comprehension of the issues linked to the Programme and area/province level operation through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals

▪          Inform the field team on the instructions given by the coordination promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality.

▪          In coordination with the HR department, relevant project managers and technical coordinators, identify training needs, building the capacity, coordinate, supervise and motivate the staffs, supports ad hoc training sessions and on-the-job training, provide individual follow-up and coaching, carry out end-of-assignment evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to INTERSOS values and project’s goals

▪          In coordination with the HR department, it is responsible for ensuring that the Programme and support staffs at the base/province level are trained and respect INTERSOS policies, rules and regulations.

1. Reporting:

▪          In collaboration with Grant and Reporitng Manager & Head of Programme, ensure the programme’s institutional memory, keeping written records (and file them) on its development, in order to broadcast INTERSOS achievements and improve awareness.

▪          Ensure regular internal reporting and elaborating, in coordination with Grants and Reporting manager, contractual reports according with donor rules and regulation.

▪          Ensure INTERSOS Project Appraisal Tool (PAT) of the Project Manager under him/her supervision is accurate through data collection and timely submission.

▪          Monitor the project data collection with relevant technical referent, analysis and reporting on a timely basis to ensure correct use of the internal DB and monitoring tools.

1. Finance and logistics:

▪          In collaboration with the relevant Project Manager, plan and monitor the financial expenditures ensuring the correct reporting and accounting of expenditures as per defined budget. In coordination with the Finance department supervise project financial indicators in order ensure efficiency and early detect deviations and their causes.

▪          In coordination with the field coordinator/Head of operation plan and ensure overall supervision of the procurements for the programme needs, monitoring the progress with relevant project manager.

1. Field management:

▪          Oversee opening, closing and/or regular running of one base, including staff management, program support activities, administration and logistics overview, and security of the base, ensuring that all field activities are implemented in line with INTERSOS principles and guidelines, in an efficient and effective manner.

▪          Ensure the application of, and compliance with, INTERSOS security protocols and policies and inform such protocols application and review based on field level monitoring and contextual update.

▪          Under the supervision of the relevant Programme lead (Programme Manager), liaise with targeted communities, key informants, local authorities, and any key stakeholder that could support and inform the program; and represent INTERSOS in formal communications with local authorities with the support of Access and Safety officer.

▪          Ensure all teams are fully supported in terms of management and coordination, in particular coordination between different projects and the different departments in the field of operation.

▪          Promote a good working environment for field staff and lead internal dialogue and collaboration across sector/project teams.

▪          Ensure good HR practice for all field office staff, including the promotion of a friendly and professional working environment, regular performance appraisal and providing opportunities for staff development and learning.

▪          Ensure safety and security of INTERSOS staff, assets and interventions at the field level, regularly analyze the local context, access and security dynamics and update the Country Director and Head of Operations in timely fashion.

1. Internal and External Coordination & Liaison at Base/Province level:

▪          Ensures internal and external coordination with relevant stakeholders and partners to facilitate the implementation of INTERSOS activities and programs and contributes to INTERSOS access and safety strategy review and implementation at base/province level, as per area of responsibility designated by the Country Director.

▪          Conduct ongoing liaison with all relevant stakeholders at base level, as mandated by the Field Coordinator /Country Director.

▪          Represent INTERSOS in a positive and professional manner and contribute to the creation of a positive image and overall credibility of the organization, notably through the application of INTERSOS mandate, ethics, values and stand-point with regard to other actors;

▪          Participating at different fora at field level to ensure representation and coordination of INTERSOS with others stakeholders (authorities, humanitarian coordination led by UN Agencies, sub-cluster if any, working group, ad hoc meeting with operational partners, INGO and Local NGOs/CBOs);

▪          If required, participate in the identification of potential local partners and/or coordinate programme set up and implementation with them.

Job Requirements

▪          University’s degree in management, human rights, social studies or any related field, Master’s degree is preferable.

▪          Ideally at least 5 years of professional experience, preferably in the NGO and humanitarian sector.

▪          Excellent understanding of project cycle management (formal training/certification in PCM would be an advantage).

▪          Demonstrated problem solving ability.

▪          Working knowledge of donor requirements and compliance issues.

▪          Good working knowledge of MS Office or equivalent.

Craft & Artisan Development, Training & Quality

· Lead and develop the direction for TM Afghanistan’s crafts, artisan development, and training functions, in coordination with the Head of Programs, to ensure traditional craft skills preservation and continuity, artisan progression, and product quality, and in line with organisational objectives.

· Provide technical and management oversight to the training faculties for Calligraphy, Miniature Painting, Woodwork, Jewellery-Making, Gem-Cutting, Embroidery, and Carpet Design & Graphing courses.

· Ensure craft learning promotes, preserves, and celebrates Afghanistan’s heritage, identifying master artisans and technical specialists, ensuring high-quality knowledge of traditional techniques, materials, design, and cultural context is upheld at all stages.

· Lead regular reviews of training scope and curriculum components, workshop quality and fit-out, production standards, and artisan performance, implementing practical improvement plans with master artisans, technical trainers, and production teams.

· Implement and oversee TM’s foundational business training for new artisan enterprises and connect it with practical production, quality, pricing, and market-readiness needs.

· Work directly with TM global creative team to develop representative ranges in each craft type, that both directly relate to technical components and milestones during training and enable onward production and market opportunities for individual artisans and business.

· Contribute specialist advice to TM’s craft-sector direction and lead research and documentation of traditional techniques, materials, cultural narratives, workshop practices, product quality, and market opportunities. · Strengthen apprenticeship and skills-transfer systems, including trainer observation and support, learner assessment, practical workshop quality assurance, curriculum review, and certification or accreditation where appropriate, in coordination with relevant authorities and technical experts.

· Follow up with graduates and apprentices to understand their craft progression, work and enterprise opportunities, continued use of traditional skills, and views on the quality and relevance of training.

Promotion & Partnerships

· Participate in regular alignment sessions with TM creative / commercial teams, to ensure a holistic approach that ensures full TM ecosystem supports artisans and local and global promotion for artisan products, commercial opportunities and creative partnerships connection.

· Identify and build partnerships that support master artisans, strengthen local craft production, improve quality and innovation, and create sustainable opportunities for artisans.

· Work with the local and global teams to create an annual schedule of exhibitions and promotional events to present Afghan craft, share artisans’ work, and learn from client and market feedback.

· Support connecting commercial viability with fair opportunities for artisans and the preservation of traditional craft skills.

Representation & Stakeholder Coordination

· Engage with Afghanistan authorities, including the Technical & Vocational Education and Training Authority and the Ministry of Industry & Commerce, on craft skills, apprenticeships, training quality, and sector development.

· Engage and work with international accreditation authority of City & Guilds to further develop certification options for trainees.

· Represent TM in relevant craft, training, and artisan development networks and coordination forums.

· Provide craft and artisan development inputs to donor proposals, budgets, engagement, and reporting, in coordination with the Country Director, Head of Programs, and relevant in-country and global teams, including global Creative and Commercial teams.

Team Management

· Manage and develop a team of course trainers, technical experts, consultants and education administrators, to deliver the programmes as described.

· Oversee day-to-day team operations, including attendance, leave, and travel approvals, so teams can deliver consistent training and technical support.

· Maintain clear working relationships and feedback processes with in-country and global creative, commercial, production, and business development teams, connecting craft development priorities with organisational objectives.

· Recruit, induct, supervise, and develop trainers and training staff, in coordination with Human Resources and relevant line managers; encourage strong craft practice, effective teaching, and knowledge-sharing.

· Promote fair and transparent access to training and apprenticeships, and support participation, attendance, completion, and progression for women and other underrepresented artisans.

Role Purpose
The Agribusiness, Value Chain & Acceleration Advisor will serve on an on-call, milestone-driven retainer basis. Work with implementing partners to design and implement startup acceleration support programs, including a performance-based matching grant mechanism.

3. Stakeholder Engagement and Coordination

Liaise and advise PSRP’s implementing partners on technical matters related to value chain support and MSME development, including entrepreneurship starts ups.

Under the guidance of the SPM, liaise closely with technical stakeholders in the World Bank and IFC (particularly the Task Team Leads or their delegated technical representatives) on technical matters.

Ensure the PSRP is adequately represented and contributes to wider discussions and working groups; engage in technical meetings and workshops with stakeholders and the donor.

Build and maintain strong relationships with key stakeholders to ensure effective collaboration and project success.

Coordinate and, as applicable, closely collaborate with other project implementing agencies to ensure complementarity and cross-component learning of activities.

Role Purpose
The Financial Sector Compliance Advisor will serve on an on-call, milestone-driven retainer basis. The Advisor provides senior technical leadership and policy guidance to the project team and implementing partners. Job Summary

To ensure the accurate, safe, and timely dispensing of medicines prescribed to patients attending the health facility, while maintaining proper pharmaceutical stock management, record keeping, and patient counselling to support quality healthcare services.

Reporting to: Medical Doctor Team Leader

Responsibilities and tasks: 

1. Medicine Dispensing

• Dispense medicines according to authorized prescriptions and treatment guidelines.
• Verify prescription details, dosage, quantity, and patient information before dispensing.
• Label medicines accurately with instructions for use.
• Ensure patients receive the correct medicine in the correct quantity.
• Refer prescription errors, unclear orders, or adverse drug concerns to the medical team leader.

2. Patient Counselling

• Explain dosage, frequency, duration of treatment, storage conditions, and possible side effects.
• Ensure patients understand how and when to take their medications.
• Provide health education on medication adherence and safe medicine use.

3. Stock Management

• Maintain adequate stock levels of medicines and medical supplies at the HF.
• Monitor stock movement and consumption patterns by using the INTERSOS standard tools.
• Conduct regular inventory checks and stock counts.
• Monitor expiry dates and remove expired or damaged medicines according to the INTERSOS SOP 39.
• Assist the IMS/ Pharmacy assistant in forecasting and ordering pharmaceutical supplies

4. Record Keeping and Reporting

• Maintain accurate dispensing registers and stock records.
• Record medicine receipts, issues, losses, and adjustments.
• Prepare monthly pharmaceutical consumption reports as required by the health facility and share them with the IMS Pharmacy assistant.
• Ensure confidentiality of patient and medication records.

5. Storage and Quality Assurance

• Store medicines according to manufacturer and national guidelines.
• Monitor storage conditions, including temperature-sensitive products.
• Ensure proper arrangement and cleanliness of the pharmacy store.
• Follow First Expiry First-Out (FEFO) and First-In-First-Out (FIFO) principles.

6. Compliance and Safety

• Adhere to national pharmaceutical regulations, facility SOPs, and infection prevention standards.
• Maintain accountability for controlled and restricted medicines.
• Participate in quality improvement activities.

Receiving and Inspection

• Receive raw materials against Purchase Orders and prepare/verify Goods Received Notes (GRN) for quantity and condition.
• Coordinate with QA/QC for sampling, testing, and Certificate of Analysis (CoA) or Certificate of Conformity (CoC) verification before formally accepting materials into stock.

To coordinate Provincial Polio Eradication activities including Supplementary Immunization Activities (SIAs), maintain quality AFP surveillance and support EPI through PEI

Objectives of the Programme and the immediate Strategic Objective:

To provide technical assistance for polio eradication activities in Logar province for the Global Polio Eradication Initiative: Planning, implementation, supervision and evaluation of supplementary immunization campaigns, AFP surveillance and for RI. Acute Flaccid Paralysis Surveillance: 

• Serves as the first contact person for focal points for notification of AFP cases in the area of assignment.
• Makes a monthly plan clearly identifying AFP surveillance activities.
• Investigate all AFP cases following SOPs particularly timeliness and quality of data in the various forms and stool specimen collection and transportation.

1. Assist in updating the micro-plans for SIAs,

3. Coordinates social mobilization activities in the assigned area before and during the campaign, were applicable.

Production

• Supervise and coordinate all manufacturing operations from start to finish: dispensing, mixing, wet granulation, fluid bed drying, milling, blending, compression, coating, encapsulation, oral liquid preparation and filling, and primary and secondary packaging (blistering, Alu-Alu, bottling, cartoning).
• Plan and manage daily production schedules in line with orders and inventory targets.
• Oversee equipment qualification (IQ, OQ, PQ) for all production and packaging machinery.

World Vision International (WVI) began emergency relief operations in Afghanistan in 2001 by addressing the urgent needs of children and families affected by natural disasters and decades of conflict. Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. Job Summary

Under the GFFO project in Badghis, the Medical Doctor will deliver quality primary health care services at the Basic Health Center in line with Ministry of Public Health (MoPH) national standards and Job Description. The position is responsible for diagnosis, treatment, and management of common illnesses (ARI, diarrhea, communicable and non-communicable diseases, and common mental health conditions), provision of OPD services, and ensuring appropriate referrals. The Medical Doctor will contribute to improving access to safe, effective, and standardized health services for vulnerable and target populations.

Major Responsibilities

1. Technical work:

Provide primary health care services including triage, first aid, trauma care, and management of essential communicable and non-communicable diseases.

Assess, diagnose, manage, and evaluate common health conditions including:

Acute Respiratory Infections (ARI)

Diarrhoeal diseases (AWD, ABD, dehydration)

Severely ill child cases

Viral hepatitis

Measles

Acute Flaccid Paralysis (AFP)

Malaria

UTI, STI, and PID

Common mental disorders (anxiety and depression)

Skin diseases, micronutrient deficiencies, common eye problems, and other common illnesses

Manage childhood illnesses according to the IMNCI protocol.

Assess nutritional status and provide treatment for Severe Acute Malnutrition (SAM) and Moderate Acute Malnutrition (MAM) according to national protocols; refer complicated cases to higher-level facilities.

Diagnose and provide appropriate treatment according to MoPH-approved standard treatment guidelines. Include ensure use of rational use of medicines.

Complete and properly document all patient medical records and individual cards.

1. Health & Nutrition Integration

Manage both health and nutrition conditions in patients presenting with health and Nutrition related illnesses.

Work closely with nurses, midwives, and nutrition staff to ensure integrated and quality medical care.

Ensure the clinic maintains an updated referral contact list for Health and Nutrition and other specialized services.

Establish and maintain a detailed referral system for cases requiring higher-level care and ensure follow-up of referred cases.

1. Infection Prevention, Safety, and Facility Oversight

Ensure proper use of Personal Protective Equipment (PPE) by all staff.

Ensure Infection Prevention and Control (IPC) measures are implemented and maintained at facility level.

Ensure patient confidentiality and secure storage of health records.

Ensure complaint/feedback mechanisms and accountability systems are functional at the facility.

1. Community Health Engagement

Prepare and disseminate key messages to the community regarding available Health and Nutrition Services (HNS), including:

Ensure proper patient registration and documentation for all OPD services.

The Cash and Markets Officer (CMO) leads the design and implementation of Cash-Based Interventions (CBI) and financial inclusion initiatives within Food Security and Livelihoods (FSL) programs. This role involves conducting thorough market assessments to ensure the relevance and feasibility of multipurpose cash distributions, while managing the transparent selection, verification, and registration of beneficiary households in close collaboration with the MEAL unit. The EPI Supervisor is responsible for ensuring that immunization services within the Basic Package of Health Services (BPHS) are delivered effectively, reliably and in accordance with national EPI policies. The role supports achieving high immunization coverage, maintaining vaccine safety and cold chain integrity, supervising vaccinators and outreach/mobile vaccination teams, and strengthening the monitoring, reporting, and quality assurance systems at district/facility level.

Main Job/ Responsibilities:

•  Responsible for overall management of the EPI program in the SAFE Project.
• Coordinate with the different stakeholders at the provincial level especially with REMT/PPHD
• Supervise the Heath facilities and outreach site activities according to the prepared monthly action plan.

• Ensure quality of vaccination activities, EPI equipment and cold chain system through supervision from the health facilities.
